The Regional Office for South America of the United Nations High Commissioner for Human Rights condemned the "excessive use of force by the Military Police to suppress protests and demonstrations in Brazil," criticized Sunday's action, 21, in Cracolândia, São Paulo, and The violence of demonstrators. For entities, the use of firearms should be excluded from any strategy of controlling street acts.

In a statement, also signed by the Inter-American Commission on Human Rights, the United Nations agency also criticized police violence in security operations in urban space and within the framework of the land conflict.

The statement was issued two days after Brasilia reported protests at its Esplanade, with about 35,000 people. "During the demonstrations, acts of violence occurred, including the fire and the depredation of public equipment," the UN said.

The organization recalled that seven people were arrested and 49 were injured, some of them seriously and one of them with firearms. "Likewise, it was reported that the Military Police used pepper spray, tear gas and rubber bullets to suppress the protests."

Although President Michel Temer's decree on the use of the Armed Forces was repealed, the United Nations issued a warning. "We urge the Brazilian State to redouble its efforts to promote dialogue and protect the right to peaceful demonstration," said the entity's representative, Amerigo Incalcaterra.

"Peaceful demonstration is a form of self-participation by democratic societies, in which people can demand their human rights and actively exercise their freedoms of opinion and expression."

Criticism was also directed at demonstrators. The bodies "condemn every act of violence and urge demonstrators to exercise their rights to peaceful demonstration peacefully, while reaffirming that the actions of security forces must always respect international human rights standards."

Cracowland

Another UN alert refers to the evacuation of Cracolândia, promoted by the São Paulo City Hall. "Several people were injured in the region known as Cracolândia, in the city of São Paulo, during a security operation to remove illicit drug users from the streets," he said.

"According to the information received, the operation would have included the demolition of a building that was occupied, the eviction of residents and merchants of Cracolândia and the use of gas bombs and rubber bullets to repress them," the entities said.

The UN evaluates that the situation generated a "deep concern for the excessive use of force by the Brazilian State security forces".

Another example used by the entity was the death of ten people during a violent eviction carried out by the Civil and Military Police on a farm in the State of Pará. The UN wants an investigation into the case.

Weapons

Both the UN and the Inter-American Commission are still concerned about incidents of firearms at different times during demonstrations in Brazil. The entities asked the State to adopt mechanisms to ensure strict adherence to the general principles of legality, proportionality and absolute necessity in the use of force in contexts of social protest.

"Firearms must be excluded from devices used to control social protest. The use of this type of weapon is an extreme measure and should not be used except on those occasions when police institutions can not reduce or detain with sufficient means Less lethal to those who threaten the lives and integrity of others, "warned the UN, which calls on the authorities to investigate the cases and punish those responsible.

It further calls on the state to "ensure and protect the physical integrity and security of the protesters." "We call on the Brazilian authorities to guarantee the full exercise of human rights within the framework of a democratic State of Law, which is a fundamental condition for the promotion and effective protection of human rights in the country," said Incalcaterra.

"We seek to guarantee human rights in a very delicate situation in Brazil at the moment," said the rapporteur of the Inter-American Commission for Brazil, James Cavallaro, who wants to visit Brazil to assess the situation.
